Capital investment needs a workforce decision before it becomes a hiring rush.

Capital plans can change the delivery picture. The workforce decision should be made before that change becomes an urgent vacancy.

When a capital plan starts to change the delivery picture, which decision should come first: map the leadership bench, test contractor capacity, benchmark rates, or define the work packages?

WHAT MATTERS NOW

NextEra Energy reported that Florida Power & Light Company invested approximately $2.4 billion in capital during the third quarter of 2026 and expected approximately $12 billion of full-year capital investment. FPL also reported regulatory capital employed growth of approximately 9.2 percent year over year. Those figures do not identify a particular project, staffing plan or vacancy. They are a prompt to test the workforce plan before delivery pressure arrives.

A capital program is not a hiring plan. It is an early signal that the scope, sequencing, interfaces and commercial controls around a portfolio may need more attention. The practical error is to wait for a role to be approved before asking who could lead the next phase, protect the handoffs or hold a critical package together.

For clients: use the capital signal to pressure-test the workforce plan before it becomes a requisition list. Identify the delivery decisions likely to create pressure, the leadership and technical capabilities attached to them, the time each capability is needed, and whether permanent hiring, a contractor or payroll support is the more credible route.

For candidates: capital activity can change the quality of a conversation, but it is not a promise of a job. Ask what program or work package the role supports, which decisions it will own, what authority sits with it, and whether the organization needs a permanent leader or time-bound delivery expertise.

FEATURES, ADVANTAGES AND BENEFITS

Live talent mapping. Identifies relevant project leaders, commercial specialists and technical talent before a budget discussion becomes an urgent search. Advantage: visibility before the market tightens. Benefit: a credible workforce and cost plan.

Rate and workforce intelligence. Tests scope, location, engagement type and timing against the market. Advantage: market-based decision making. Benefit: a stronger forecast and fewer emergency hires.

Project and company intelligence. Links public capital signals and project context to the work likely to need ownership. Advantage: earlier conversations. Benefit: better hiring timing.

Permanent search, contractors and payroll support together. Gives a team a choice of resourcing routes as delivery conditions become clearer. Advantage: fewer handoffs between services. Benefit: smoother mobilization and fewer resourcing gaps.

NEXT STEPS

For clients: take the next capital or project signal into a short workforce review: which decision is coming, which role owns it, when does that person need to be in place, and what is the right engagement route? Build People can support the talent map, rate benchmark, permanent search, contractors and payroll support behind that plan.

For candidates: use a confidential conversation to test the actual delivery brief behind a leadership, commercial or technical opportunity. Build People can discuss relevant roles and the project context around them.
